A hypothesis can become a theory if it is thoroughly tested and has passed all the tests so that there are no lingering problems with it. Neither a hypothesis or a theory can become a law, because a law is simply a description of what always happens under certain circumstances, while hypotheses and theories describe how or why things happen.
