This is because Saturn's rings have much more water ice, which is very reflective. Saturn also has very wide rings. Saturn's rings are fed by its icy moons. By contrast, the rings of Jupiter and Neptune are made mostly of fine-grained dust. Since dust does not reflect much light, the rings are very hard to see. The main rings of Uranus are very narrow and also made of material that reflects very little light, although the grain size is chunkier, like golf balls or small rocks. There are sheets of fine dust between the main rings.
